OPMODE [!]<#channel> <parameters>
Senders server will perform mode changes on a channel. If the channel is registered or qlined then you will need to add a ! to the front of the channel to force the change.
NOTE:
By default, OPMODE is disabled for all IRC operators. Instead, OperServ's MODE command should be used instead. However, it may be enabled for individual operators by a server-side privilege flag through OperServ by a network administrator.
