Server Commands/OPMODE

Syntax: OPMODE [!]<#channel> <parameters>

Allows an IRC operator (with proper privileges) to perform mode changes on a channel without needing to be a channel operator. If the channel is registered or Q-lined then "!" will need to be prepended to the channel. On DareNET, the ability to use the "!" prefix has been disabled; therefore, OPMODE cannot be used on registered channels.
