IRCd:Enhanced ACCOUNT

Besides the formerly introduced timestamp and flag parameters, this proposal calls for the AC-token to take an additional (optional) argument - it being the dbID of the authname from a master auth service (like NickServ). This would help facilitate a fully-synced DB structure.
