At present, channels and users are the only two entities that have modes per se. (Servers have mode-like strings present in the SERVER command, but they're not intended to be changed dynamically.) Moreover, the routines that process channel modes and user modes do so in completely different ways. The proposal is to unify mode processing into a single set of routines that can handle modes for any entity, including entities which have traditionally not had modes.
