Syntax: SVINFO <standalone> <current time>
Verifies the linking server's clock. If anything is not in order, the link is dropped.
<standalone> is currently not used, and should ALWAYS be 0.
<current time> is our (the server sending the SVINFO message) idea of UTC time, sent as a timestamp.
