Syntax: WELCOME
Shows welcome messages set, same as shown on connect.
Restricted to IRC Operators:
Syntax: WELCOME [<target>] [[!]<name> :<message>]
With no arguments, will display all welcome messages set on the server, both global and local. A target may be specified to view welcome messages from a remote server.
To set a global welcome message "*" may be specified for <target>. <name> denotes the welcome message to be modified. The ! prefix will cause the server to announce the welcome message to its clients when setting.
