Syntax: NAMES [channel]
With no channel argument, NAMES shows the names (nicknames) of all clients connected to the network that do not have user mode +i set.
With the channel argument, it displays all users (nicknames) on that channel, also respecting the +i user mode of each client. If the channel specified is a channel that the issuing client is currently in, then all users are listed in similar fashion to when the user first joined the channel.
